What is the governance model of the Qiy Scheme?

The model is built on the concept of the trias politica: the division of powers into three branches, each with separate and independent powers and areas of responsibility so that the powers of one branch are not in conflict with the powers associated with the other branches. The typical division of these three branches is into a legislative, an executive and a judiciary branch.

The Qiy Scheme is managed by the Qiy Foundation, an independent and international trust, in its role as Scheme Authority. The governance model foresees that at national or regional levels, a Regional Authority will be responsible for the implementation of the Qiy Scheme. At all times the independence of the Scheme Authority and the Regional Authorities shall be warranted. Also, at all times the Qiy Scheme shall be open and non-discriminatory. To ensure this, appropriate audit mechanisms and sanctions will be in place at both the nationa or regional as well as at the international level.
