Health and care data

In 2015, the Qiy Foundation developed a blueprint of a solution for the exchange of validated or verifiable health and care data under the joint control of patients whose data it concerned and their heallthcare providers. The Dutch Ministry of Health, Welfare and Sport contributed financially to the solution.

The proposed solution was relatively simple and elegant:

  • A virtual network layer would be built on top of the existing internet,
  • An independent organisation would decide, on the basis of fair reasonable and nondiscriminatory criteria (FRAND), which organisations and applications could connect to the network,
  • Any organisation or application that would respect the Qiy Trust Principles would be able to connect,
  • All connected organisations and applications would be able to exchange data, albeit only with other parties connected to the virtual network layer,
  • Any exchange of data between connected parties would be jointly controlled by the patient whose data were to be exchanged and their healthcare providers,
  • Patients would be able to connect with any compatible application of their choice (i.e., any application respecting the Qiy Trust Principles),
  • There would be one source of truth, as data would remain at the authentic source, could only be viewed and no copies could be made.

This solution would guarantee that the accuracy and completeness of the data would be controlled and guaranteed by the authentic source. This would guarantee the necessary trust.
